TOKYO: North Korea has agreed to reopen an investigation into the fate of Japanese citizens it kidnapped decades ago, Japanese Prime Minister Shinzo Abe said on Thursday, a potential breakthrough in a bitter dispute between Tokyo and Pyongyang.
